The Split Reed Mouth
Overview
The Split Reed Mouth is a mixed estuary on the coastward edge of The Tidebound Reaches, where a return river of the Thaluren reaches the sea in Tidelace-facing water. Neither people owns it. Gnome pilots of The Gaugeward Leagues sound its declared channels and keep its hazard marks, run-witnesses of The Returning Concord protect the return-water inside it, and under The Estuary-Witness Terms neither may close the mouth to the other.
The Reaches and The Tidelace Coasts each name the mouth at their edge and go no further, because what happens inside it answers to both. Of all the mixed estuaries on that coast, it is the one where the Terms are worked most often and watched most closely.
The Place
A short way above the sea, the river breaks around a field of reed-shelves into several channels that braid, rejoin, and shift their beds with the tides. Between them the shelves stand just clear of high water in most seasons: dense reed on silt, firm at the heart and treacherous at the edge.
Runs bound for the river come in from seaward off the Homeward Set, after resting in the Kelpshade, and cross from salt into brackish water in the outer mouth. Gnome craft come in along the coast from Tidelace water and must find a declared channel before they reach the shelves. Upstream the channels gather into one river again, and the mouth’s law gives way to the ascent channels of the run-witnesses and Sanctuary Custodians.
A visitor sees channel posts at the head of each declared channel, carrying hazard marks and, when the channel is closed, the sign of what the closure protects. Tide stones stand in the outer shallows, where the water’s height is read. The broadest shelf, the Saltline Shelf, lies at the inner edge of the brackish water, and the mixed witness circle meets on it. On the Tidelace-side bank stands a small pilot station with a shrine to Maris of the Tides. Nothing Thaluren is built above the water.
Two things must be got past. One is the ground: a channel true at the morning ebb can be false by the evening flood. The other is the declarations: a craft that enters a channel under protected ascent is in breach whatever its own reading of the depth.
Keepers and Users
The mouth has two sets of keepers, each holding a different kind of right under the Terms.

Gaugeward pilots work from the station under the nearest harbour’s sounding house. They sound the declared channels, keep the hazard markers, and receive ordinary coastal traffic, all within witnessed limits. A sounding gives them no right to inspect return-water.

Thaluren run-witnesses declare protected ascent windows, name the recognized return channels, and limit disturbance near vulnerable water. A declaration gives them no right to close every approach or to make the pilots' safety work impossible. Contamination is not theirs to judge: a closure on that ground belongs to the Sanctuary Custodians, and draws them down to the mouth.

The mixed witness circle on the Saltline Shelf is where both state what kind of threshold is in use, and where quarrels over the mouth are argued first, in the Terms' declared categories rather than by accusation.
The users are runs bound for the river and the messengers who swim ahead of them; the young of the down-run on their way to the sea; Gnome coastal craft putting in for shelter or working the brackish shallows; and the boats of coastal Humans from the nearest hamlets, who fish close inshore at the outer edge. Human boats are entered in the harbour ledger and bound by the circle’s declarations like any Gnome craft. No Human sits in the circle.
The Medieval Present
The mouth keeps two calendars. The pilots keep the tide table: every tide moves something, so the declared channels are re-sounded on a fixed cycle and after every storm, and no marker is moved until the move has been stated on the shelf. Outside return season the circle sits seldom, for marker moves and quarrels, and the mouth is mostly pilots' water.
Return season turns it over. Messengers arrive ahead of the run and give notice at the shelf. The run-witnesses declare which channels are recognized for return this season and for how long, and the pilot station sets the declarations on the channel posts and passes them to the Tidelace beacon line, so that craft along the coast know before they come in. Coastal traffic keeps to the channels left open; fishing boats work the outer shallows, since a fishing passage is not a return run; and the run crosses into brackish water under witness, at its declared time, and is gone upriver. Later the young come down in their own time, and the pilots keep craft out of their way by custom, though no closure is declared for them.
An ordinary day belongs to the tide: soundings at slack water, a craft waiting at the outer posts for the flood, a marker argued over on the shelf, a pilot back from a hard passage paying Maris her toll of story aloud at the shrine. The pilots keep their devotion to the station bank. The Way of Return accepts a god in another people’s water only so long as nobody invokes one over the ascent.
History
The mouth’s working shape is the Estuary-Witness Terms (c. 144,000-c. 138,000 BR), still in daily use. They came out of the first durable contact between Thaluren and Gnomes at this mouth, after The Closure of the First Nesting Confluence (c. 178,000-c. 162,000 BR) had taught the run-witnesses how easily careless passage breaks continuity. On the Water and Custody thread, the mouth is where Gaugeward measurement first had to accept a claim on water it could not measure.
Tensions

The Quiet Channel. The channel at the heart of the Reaches' closure that will not say why has been held under protected ascent for an unusually long time. The pilots' last soundings of it are now so old that, by their own law, its hazard marks can no longer be trusted, and a harbour that lets a marker drift is shamed along the whole coast. The run-witnesses have declared the closure but not its cause. On the station bank some suspect contamination, which would bring Sanctuary Custodians to the mouth and every sounding house on the coast to chart it; others suspect a spawning-continuity claim the witnesses cannot justify for so long. Under the Terms the silence is an offence whichever is true.

The channel that moved. Over several seasons a recognized return channel has wandered across a shelf, as channels at the mouth do, and now runs partly through water the pilots declared for coastal craft. The run-witnesses say recognition follows the water the run actually uses. The pilots say a channel stays where it was declared until the circle says otherwise. Each side calls the other’s reading a false broadening.

A toll told too freely. A pilot who brought a craft through a storm told the story at the shrine as Maris’s toll requires, and in the story the pilot called on her aloud while crossing a return channel inside a declared window. The pilots hear thanksgiving. The run-witnesses hear a god invoked over the ascent, and want the circle to say so.
